15 unusually dark colored head, cant retract foreskin

i am 15 years old and i have never been able to pull back my foreskin. I am white, but the color of my penis is darker than my skin. i feel no pain and i dont think i have anyother symptoms if thats what it is. when i become erect it gets more of a natural skin color.

I just wnated to know if this is serious and how i can pull back the foreskin soon, i can pull it about halfway down the head.

i am not sexually active..

can anyone help me? is this normal?i really dont want to be circumized so if there is an effective way to retract the skin. It seems to be somewhat small formy age but im not very far into puberty for my age either(no armpit hair,etc...)
