wait a few more years....people develope at different times

you could just be a little late...if you think it isnt because of puberty but theres actually something wrong with it, ask your doctor

Could it be that i have not ever pulled my foreskin back ? as when erect it feels as if the head is undermeatht he foreskin. Howeven when flacid my penis goes very small

hmmm thats weird, are you overweight? i know i use to have a problem similar, the head would sink, and im cut. But once puberty hit it took off.
