4yr old daughter gets blisters clear/bloody on her labia and clitoris

Her first outbreak she had about 3 blisters/clear on her labia. She complained that it burned her when she pee. There was also a yeastie smell. We went to the doc she did a staph and herpes test they both came back neg. She gave us a steroid cream to apply around the clitoris. That seemed to help but they're back. She just had a blood filled blister on her labia minor which poped 3 days ago now she has a clear blister on her clitoris. These ones don't seem to bother her but sometimes stratches. Why is she getting these blisters?
