When I masterbate cum doesn't shoot out it just dribbles and it is cloudy white but when it goes on my hands it turns clear. Is something wrong? Is it cum or is it not.

Also what size should my penis be it is 4 inches long when erect?
Your penis size is fine. Don't trouble yourself saying it's too small or big, it dose not matter in the end
As for the cum, the same happens to me, I'm a 14 year old guy and it dose not shoot even though it feels like it will.
I don't think this is anything to worry over, it just needs time. We're still young.
