Yes it is very normal from my experience, it does take some time for it to heal and if you think of the skin cells that have to grow back you can understand.
I had one 19mths ago now and mine is perfectly fine - a word of warning when it starts to grow the cells back and heal it gets quite itchy!!!!
I know my sister in-law had her c-section 21 years ago and her stomach there is still numb, so i guess times have changes and we have much more experienced Drs in this area these days.
You will be fine so just relax and enjoy your wonderful new precious baby, you will heal it all takes time!

Ive had 3 c sections. The first one my incision spot was numb nearly 2 years. Second time around I had twins. I gained total feeling. 3rd one which was only 2 months ago I am still numb at the incision site. Take it from a pro. Its normal and you will be just fine. Best time to get yourself yourself a tattoo. It wont be as painful!!!
