I hear the term your balls havent droped at school and i act like they have but realy i have no idea what it means O.o anyone know

hey, it means that when you reach puberty enough(if you havent already) you will start to change... and well your testicles start to descend down, so dont worry about a thing it happens naturally.

There's another explanation which is quite similar, really.

When a boy baby is born, the testicles are inside the body cavity. Within a matter of weeks or certainly months, the testicles decend into the scrotum, where they will continue to develop.

There was a case on the street where I was raised, where an area kid who was always getting into scraps, fights, and acting up... never seemed to mature. He remained quite baby faced and undeveloped into high school.

It was rumored that he had gone into the hospital for surgury, and that the doctors had lowered or retrieved his balls or injected him with something (growth hormone, testosterone, something... and all of a sudden (like, in the matter of less than a season, his face completely changed, matured, and altered into the adolescent that he should have been.

So, either explanation is probably right. The expression is basically an insult, implying that the subject has not matured.
