my mum says our neighbor was diagnosed with bipolarism. I know this is some kind of nervous disorder, but I am not sure what this is. Is it contagious?

As you said, it is a nervous, actually it is a mood disorder. Sometimes person is thrilled, in the next hour it is depressed… sometimes person feels ”normal”. Bipolarism isn’t contagious!!! I mean, if your neighbor has it, there is no way you can get it (even though you have sex with your neighbor- I mean Bipolarism isn’t STD- it is a mood disorder). Bipolarism is a very hard disorder for family members to deal with… It can be very frustrating.
