Could eczema be caused by an underlying medical problem?

I got something really ugly on my arm. It’s swollen, bright red and painful. It’s very itching. I don’t know what to do. I’m terrified. My mother thinks that it’s eczema. I’ve never had eczema. Could eczema be caused by an underlying medical problem? I’m really worried. Is something wrong with me?
