Do low homocystine levels cause Ischemic Strokes?

Low folic acid levels in patient homozygous for 5,10 MTHFR C677T suffered several TIAs.that resulted in several strokes and loss of vision and mental cognition. Raising folic acid levels stopped strokes but lowered homocystine levels.again.Are statins not advised for this patient who also is diabetic, has nephrotic syndrome, hypertension and hyperlipidemia?
