I gave my boyfriend a hand job and he came. He wiped everything off with a towel. About half an hour later, we started to have dry sex. I was wearing underwear and was a little wet. He wasn't wearing anything, but had a hard time staying erect. He didn't come and there wasn't pre-cum. Could I get pregnant like that?

Very very very very unlikely. Sperm can't swim through fabric/clothes i.e. underware. Don't worry about it.

It is very unlikely but its also very risky to have a un-condomed (if thats a word!) penis near your vagina.

To be on the safe side, use protection next time!
