I had hernia surgery about 13 years ago and see the bulge again. Is there a way I can excercise to reduce or eliminate the heria to avoid surgery?

The only way to cure hernia is to have it operated.

I am not sure if some exercises can actually reduce hernias but I know swimming and static cycling are recommended.
