Foreskin attached to Head at lower part of Penis.

I am 29 and observed that during intercourse my penis does not get inside completely.
The reason is that the foreskin of lower part of my penis is atached to the head. When i pull the forskin back, it comes back easily, but head turns up.
Do i need a surgery, or is it a normal case. Or can it be corrected without a surgery?
