Foreskin problems, advise please!!!

Hey im 16 and..
Ever since i can remember i have had an extra bit of foreskin which does not erect properly. how unormal is this?

When my penis is in its normal state, i can pull it back just fine. pretty much all the way, it glides well and no discomfort at all.

But when erect i have a hard time getting it futher than the head, past the head is very tight and once over the head it is quite hard to get back. That is when fully errect. Is this a major problem? Any solutions?
