I HAVE 3 WART LOOKING BUMPS ON MY PENIS AND ALL 3 ARE ON ONE SIDE OF MY PENIS FAIRLY CLOSE TOGETHER. COULD THESE BE GENITAL WARTS AND DO GENITAL WARTS DISSAPEAR AND COME BACK OR DO THEY STAY VISIBLE THE WHOLE TIME?

possibly. The best thing to do is look up some std's online and see pictures. If you see any resemblance stop yelling on forums and go to the DR. Dont be afraid of Dr's they see that stuff every day, many people suffer from things like this. You'll be fine ^_^

WHAT ARE THE DOTS UNDER THE HEAD OF THE PENIS WHERE THE HEAD AND SHAFT CONNECT ON A CIRCUMSIZED PENIS? ARE THEY NORMAL?

Just for what you said I would say the bumps are normal..but how old are you? what do the bumps look like etc.
