HAD TUBAL LIGATION BUT CAN I BE PREG?

I am 28 yrs old an had my 4th baby 4 mths ago. I had a tubal ligation done 3 mths ago (through my navel). Since then i have had bad abdonomal pains on both sides. I bleed for 3 weeks after my tubal then stopped for a few weeks an started again for another few weeks...stopped for a week an started up again for a week. (2 periods in the same month) an now stopped agan.I have had heavy bleeding when on my period an then when im not i had some pink mucas and clear mucas alot of times. I have headaches,fever,an vomiting only a few times and the pains in my stomach are unbearable. I TOOK A PREG TEST THAT CAME OUT NEGATIVE BUT IT WAS A CHEAP TEST! CAN ANYONE PLEASE HELP ME???

I am 22 and I had a tubal a few months ago and I am having the SAME problems. They had to go back in and drain some fluid that had built up cuz thats what was causing the horrilble pain on my side but I am STILL bleeding. I have benn for probly 3 or 4 months now on and off.More on that off though. I dont know what to do.
