HELP! red ring around penis shaft

I need help. I have a red ring around the shaft of my penis and the area of my penis above the ring is sleightly swollen. The ring is about a milimiter above the skin. No pain. No problems. I have had this for several weeks and it won't go away. I don't know what is wrong. I am 13 and I masterbait moderately. I don't want to get a doctor or my parents involved if not necessary. If anyone knows anything about this please share it with me!
