Help - Problem regarding the penis.

Hello.

I'm 15 and i think there is something wrong with my penis, i noticed it when i was 13 but i thought it was nothing.

There are all these bumps on my penis that look like pimples and no it is not sebaceous prominence because nothing white comes out. there is a strange line under the penis that goes straight down the middle of my sack.

Whats wrong with it? is this a result of not having clean underwear and having the oil being rubbed around the penis?.
