How do I get guys to see me as more feminine?

Well, I guess then that I would be classed as "overweight." I am approximately 35 lbs overweight, and at 17 years of age as well. However, this is not my problem. Yes, I have my days when I wish I would just lose the weight; However, I am mostly very comfortable with myself and who I am. I'm pretty sure I have a fun, spunky personality without being a B#@$%.
MY problem is the fact that because I am a little on the short/stocky side, and VERY curvaceous, (I am a 36DDD, 30, 34) most guys look at me as "just another guy." In fact, one of my best guy friends told me that just a week ago.
I hate simpering, prissy girls, but I also love makeup, and doing totally feminine things. I just don't like being labeled as "just another guy."
At the same time, I'm not allowed to date until I'm 18. Not that I really want to. I just want to be seen as more feminine.
Any advice/comments?
