Hpv, some sort of acne, or otherwise?

I'm an 18 yer old male, having unprotected sex with my girlfriend, whom ive been dating for years. For quite some time i've been noticing small, and few, small luittle bumps on my scrotum. But with time they became larger adn more numerous, and now are even on my penis. They look quite a bit like flatwarts, btu the anatomy seems a bit different than that of warts. Some of the smaller ones, and some of the ones i mess with more, with effort, pop like zits, and even have a similar 'puss' inside of htem Is this testicular acne or something? Or should i be concerned about having hpv?
