Yes, you are at risk of cancer if you have a family history of cancer. I would advise you to have that lump checked with or without an insurance because it will hurt much less to take a loan than suffer from debilitating symptoms of spread cancer.

Not to mention the probability of losing a breast and maybe even your life. Did you say anything to your mother about this?
You should and do it asap. You are susceptible of developing cancerous cells considering both your parents had to go through it. Don’t play with this, money is of no importance in this case. You will get sick from worrying about it and not to mention what you will have to go through if this turns out to be cancer and especially if it spreads.

It will cost you much more than undergoing a mammography or biopsy.

It is true that breast cancer is rare in women under the age of 20 but I wouldn’t play with this if I were you especially due to family history!
