I need to walk but have a mortons neuroma and cannot afford surgery and cotrisone doesnt work

I have tried three cortisone shots with no real solutions for my mortons neuroma. The pain has eased when I do normal activities for short periods of time, but I am in "alot" of unbearable pain when I powerwalk.
The most upsetting fact is I no longer feel healthy, I used to power walk up to 50 miles per week, the cortisone has made me gain additional weight along with the fact of not being able to walk for a year.
Is there some sort of foot wear, besides the New Balance speciality shoes, and metatarsal pads which I have tried? The metatarsal pads gave me incredible shin splints along with the pain from the neuroma.
Maybe something that fits in between the third and fourth toe to separate? I am desperate to get back on the road and I don't have health insurance to cover the surgery.
I work a caregiver job that has me on my feet all day and towards the end of the day I am ususally in pretty severe pain.
Is there any equipment that is powerwalking friendly that will relieve some of the pain? Or maybe some alternative treatment besides Cortisone, alcohol or surgery.
I have become depressed, unhealthy and heavy. Can anyone HELP please!!!

I can not walk either, so I tried the gazelle that Tony Little advertize. I got mine at Acadamy sporting store, it cost $100.00. If you need a heavy duty gazelle it will cost a little bit more.
