Is it safe to masturbate but not ejeculate?

I was just wondering if this was in any way unsafe. Recently I have stopped masturbating/self stimulating myself in any way. I decided on a 2 month period of this to bring myself closer to god, and now I'm kinda reluctant to just let myself go after all this time. So I was wondering would it be unsafe to masturbate but not ejaculate when or if I resume? In a weird occurrence of all this the thought of fully ejaculating has kinda been printed into my head as quiting, giving up or just losing my self control.

I'm a male age 21 for the record if that helps.

I know this is kind of a weird question but I couldn't find any other place to safely ask it except for my doctor, and I hate paying those bills.

I can't see why you would want to do this though. Trust me - it feels worse than not masturbating at all.
