Hello.. For over a year now I've had something very similar to this post here

http://www.steadyhealth.com/small_itchy_red_dot_at_base_of_penis_t79096.html

And I would like to know if there's any way to treat it. It drives me nuts sometimes, and I even wake up in the middle of the night itching in my sleep.

The pimples really ooze unless I squeeze one, and only then its rare that something will come out. It's not due to any sort of sexual contact, though, so I'm pretty sure its the final paragraph that Jannie wrote;

"If you haven’t had a skin to skin contact, then the bumps could be just pimples or sebaceous cysts that are very similar to pimples and considered a normal skin variant on areas where there are a lot of hairs and oil glands like scrotum, penis, etc"
