It depends on what kind of lube you are using. There are lubes who have spermicide in them, and they may kill the sperm. Other than that, you are ok with using mils lubrication unless your husband’s doctor advise differently due to your husband’s low sperm count.
Lube should be applied to the shaft of the penis, not glans (the head).
I don’t know what kind of lubrication you are using: real ones or improvised (baby oils and stuff). You should avoid using baby oils because they can be too slippery and also very hard to wash from vagina, which could contribute to yeast infection.
The best lubrications are those that are water based because they have very little artificial ingredients.
