I say join them. Talk about it. Answer all their questions. Their curiosity about the other's body is natural. By participating, you can control and direct the situation and also introduce problem topics related to sexuality, such as birth control, STDs, consent. Try to follow their wants as much as possible or else they will end up exploring on their own.

I agree with the last comment but I think that a nine yo boy should be told that it is inappropriate to be touching his sister. He may have picked up suggestions on the street - from friends or classmates. Open up to him and speak frankly but let him know that you dont like it and ask him to stop. Sometimes we think that a nine yo is totally innocent, but you might find out that he knows more than you think and may even have done things along with other kids - of both genders.

I think you should explain to them both that it is inappropriate behavior becuase of what it could lead to. "Guest" that was molested is not alone, my ex-girlfriend's early child's play led to her older brother raping her for several years and it has seriously screwed up her life. (Part of why she's an 'ex').
