My inner thigh by my testicles

Right next to my balls is a rash of some kind. I touch it and it burns or stings, and its moist all the time. It's not very large and it appears every once and a while, and then goes away...I don't know what it is, but it smells really bad. Sometimes i get it on both sides of my scrotum. Help me out please.
