In order to lose weight you must burn more calories than you are consuming each day right? So obviously it's your eating habits. Find out how much you are eating in a day and cut some of it out! But if you are lifting weights, you may be gaining muscle. and muscle weighs more than fat. and muscle in turn will burn more fat. so if this is the case, don't worry you will be burning more fat in return! But if you are still gaining weight. it may be an underactive thyroid. go get measured for TSH in the blood. a normal TSH excludes thyroid problems as a cause for weight gain.
