Non retractable ForeSkin

I am 16 (almost 17) and i cant retract my for foreskin. I can a little bit, but there is this little peice of skinf holding it where it is. I tried to pull it down farther but it hurt, soi stopped. What should i do, circumsition?

Its usualy a vane or a gland, just chill and see a doctor if your realy conserned
