Ovulation Bleeding or Implantation?

Hello.
My last period was February 4, and I have a regular 28 Day Cycle.
On Day 16, I woke up and found 2 spots of red blood (the size of a pencil eraser) in my panties.
I also have some light cramping.
How can this be? My next period is due around March 3.
Could it be Ovulation Bleeding or Implantation??
