Penis discharge and burning sensation during urination is it STD already?

Good day i would like to ask is it possible to tell that instant that if a man has penis discharge and has burning sensation when urinating is this considered as STD already or is there any other problems arising aside from STD? Rolling Eyes Thank you very much...
