REALLY noticeable breast problems- need urgent help

I am 19 years old and I have a breast problem. Ever since I started developing (8th grade) I noticed that one was developing before the other but I figured the other one would catch up. Well thats not the case. My right breast is completely flat and hasn't developed whatsoever while my left breast is almost a size B. I've found websites with other people that have a similar problem but everyone else seems to just have one bigger than the other. I only have one because the other one hasn't grown. What should I do? Birth control? Surgery? I'm from the south so it's almost always summer and I love the beach but I HATE wearing a bathing suit because there is no way of hiding it.
