Rash after shaving

Okay so since the winter time I have had problems shaving my legs, because after every time that I do shave them afterwards there are red bumps everywhere and it itches a lot.
I know that my family has a genetic hair thing that the hair is very strong and that the hairs might be just really rough and its hard to shave them and that is what is causing the hurting.
Also I know that in the summer I never have that problem..maybe because I get lots of sun and the salt water at the beach with sand combined makes my hairs more softer and just easier to shave.
Is there anything I could do right now so that I don't experience red bumps everywhere?
