Red, painful bumps on underside of thighs and penis

I had a night of heavy to drinking to wake up and find painful red bumps or the underside of my thighs and small bumps on the shaft of my penis.
The underside of my legs have felt sore and tender for a while.
Could this mean I have herpes as thats what my research seems to suggest.
My partner and I are first time sexual partners and neither of us had these symptoms before.
