Red bumbs on shaft of penis. Indication of something wrong?

Hi.
I've searched for quite awhile now, and this seems to be the only place I know I can get adequate help.
For about a month, I've had a group of 5 or 6 red bumps (grouped closely) right in the middle of the shaft of my penis. It's red, and it's itchy at times. The group is about 3 or 4 centimeters long. It's just in that one spot too, nowhere else on my body. It can't be an STD, unless a condom has failed me (I've only had one sexual partner).

I've looked at pictures of herpes on the 'Net and the pictures look awful, and definitely nothing like what I've got. Could this just be dry skin? Could it be a rash? Should I see a doctor? Sad
