Red skin Irritation(?) on penis head, STD?

It gets reder after I get head. And now theres a toughening in my lower stomach... well the space in between my stomach and my penis. It might be me having to go to the bathroom...but It feels diffrent.

Also Ive had bumps on my penis head and white spike like "things" around the circumference of my penis head. I don't know what those are or how they got their either. Can someone explain what it is and how it got there please?
