Shaft Skin Regrowth?

Back sometime in autumn '07 I was too rough with my penis and broke the skin in one small area on the shaft. A scab formed and fell off naturally after a week or two. During the healing process and several weeks afterwards I applied neosporin to the area everyday hoping to minimize any scarring...

But the scab left behind a small lighter colored spot where it was, and since hasn't improved in blending in... I'm really self conscious about it. I've been applying vitamin E oil to the spot trying to speed up a regrowth process?

Will the shaft skin regrow or heal to it's natural color? Is there anything I can do to darken or blend in the spot?
