Small lump like structure beneath the urethra

I am 24 year old. I found a small lump which is beneath my urethera (i.e, shaft). I have self examined based on the testicular cancer. There is no pain or lumps in testis.
It doesn't create any pain. Is it a problem due to mastrubation and also I am underweight.

Please provide what is the problem for this cause.
