Swelling around urethral opening

For the last few days the area just under my urethra has been swelling. It itched the first day but went away and I've had no pain or burning during urination. It is now the size of a large pea and seems to be getting bigger. It's not painful or hard so I don't think it's a UTI and I have no STD's. Has anyone ever had this before? I can't find anything similar on the web anywhere.
