Testicles Itch from pubic hair growth...i think?

I am 14 years old....and about a month or two ago, my testicles started to itch. they do not itch all the time...and i dont know what triggers or relieves this. I have looked at them, and found that the cause seems to be (although im not sure) pubic hair...it appears to originate from near the roots.....any advice?
