Testis Shift Above Penis During Erection

I was wondering if it's normal for the testis to shift above the penis during erection. I am circumcised if that has any affect (lack of skin for erection?)

The testis move above the penis creating a 2 lumps. Perhaps from the scrotum being pulled taught. I can move them down but they naturally want to be pulled upwards.
