Tight foreskin, do I have a problem?

I'm 17 years old and I'm not quite sure if I have a problem. I'd never really paid much attention to my foreskin but now I'm starting to. It's suppost to be retractable (to some degree) but I just cant seem to do it. Either flacid or erect when I try to pull back my foreskin I have to stop because of pain. I can only retract it a very small amount and I have been trying for a while.
