Tiny white heads in my pubic region, but they aren't zits. Ideas?

Recently these things that look like zits ready to pop have shown up almost like a rash in my pubic region, a little bit on my penis towards the pubic hair, and a little above the pubic hair under my belly. I was wondering what this was. They don't itch and when I tried to "pop" them, they bled. What could this be?
