okay first of all is it normal to have like little bumps on your penis like small ones kinda like pimples but they dont itch or anything?

and second i have a uncircumsized penis and i have like a little bit of extra skin hanging down is that normal? and i was wondering why i cant pull my skin back to see my head it just doesnt pull back
p.s. i turn 15 in feb.
