Unusual discharge during period

Twice now I have passed bright white, solid pieces of what looks like a thick skin substance, about 1-2 inches around (one had a fringe on it of bloody mucus). One came out in the shower, and one in my pad in the morning. They were at different times (June 06 and Jan 07).

I took a pregnancy test for the one that happened last June, but it came negative?
Does that sound like a miscarriage?

I have been on the pill on an off for two years now.
