Very late puberty symptoms, worried

Hello, I recently turned 20 years old, and I am experiencing a problem with puberty. My voice has deepend, but as the day progresses, it seems to get lighter. It never goes back to a high pitched tone or anything, but the tone lightens to where you'd think I was 16ish. Also, I have little hair under my armpits, and my facial hair does not come in very fast. Now for the bad part.. my testicles have not enlarged at all, nor my penis (including width). However, I can get an erection which is about 3.5-4 inches long, and I can ejaculate. Does that mean my penis will not grow? Can this be fixed with hormone therapy? This has caused a serious self-esteem decline, and I became a social hermit of sorts. Does anyone know of something that can be done?

Im 16 and my dad told me that he did not hit puberty till he was almost 18 so we had the doctors start me on shots of hormones and around 15 it helped everything except what really matters, im about 4.3 and i ejaculate, but i kno that is kinda small and my testicles are also to small to be full grown. So im wonderning if any ones knows if im still going to grow?

i had the same problem at 16, but now at age 18 my penis has grown from 4 inches to 7 inches which is a perfect size for me, dont worry though your penises will grow sooner or later, if not then seek doctor advise and enlargment help, but its not size that counts guys ( yes it is )
