White (pimple like) bumps and dry skin on genitals

I have recently developed white, pimple-like, bumps on my scrotum and along the sides and underside of my shaft. i also have very dry, flakey skin all over my scrotum, and on most of my shaft. the head seems to be unaffected. What could this be?

Pimple like bumps are probably sebaceous glands, nothing to worry about.

The dryness could be due to yeast infection or simply dry skin. When did the dryness start? Is it something new or things have always been like that?
