I know what it is and im sorry to say it is incurable, it is called Micropenis, a genetic syndrome where the penis is small or inverted and in some cases a person who has micropenis has a vagina and a penis or both reporductive insides. You can help him by injecting him with a high amount of testosterone for the next 3 or 4 years until it is at least 4-5 inches, if it does not increase he will need to get a sex change to get his penis uninverted but it will not be able to ejaculate sadly so no children, this would happen anyway because of micropenis
