birth mark removal

i am not sure if you would class it as a birth mark but i have a brown mark which is on my penis it goes all around like a brown ring around my penis! I have been circumcised at a very young age so i am not sure if this is a cause of the problem, but it is something that hinders my sex life with new partners and i have never shown any1 in my life i always turn the lights off. Is it possible to get a mark like this removed perhaps via laser?
