Can someone tell me are the blocked arteries and water in the lungs sure sign of heart failure or it can be something else? How is heart failure diagnosed?

I am not sure if blocked arteries and water in the lungs is sign, but here is what I know…so if you find any connection….When person have shortness of breath and cough it can be due to fluid build up in lungs and that could mean that person has left-sided heart failure. However, with right-sided heart failure, fluid build-up in the veins and body tissues causes swelling in the feet, legs, and abdomen. Only professional health care provider can set diagnose and according to symptoms, x ray, ECG, physical exam….
