when my penis is in a relaxed state my foreskin is behind the bell end of my penis. It does not affect me urinating or in any other way. Is this common or does it need treating?

You are one lucky guy. Either you are blessed with a short foreskin, a fat flared penis head, or a mild case of phimosis that causes the foreskin to remain retracted. You enjoy all the benefits of actual circumcision. Many of us have to work to get the same result.
